1. First, search for the people you want to send this mail to.
By clicking on “Advanced” to the right of the search box, you can do a detailed search.

This tag will be the list of people you send the mail to. Choose “All” of the search results, and check the box.
You can attach tags by clicking on the left icon, and then “Add Tag to All Selected Cards”.
3. Create the body of the email, and then send it.
From the global navigation, click on “Bulk Email”, then “Compose / Edit”, and it will bring you to the bulk mailing screen.
